At the time of writing this article in April 2026, Ho Chi Minh City (HCMC) is facing a critical shortage of affordably priced housing. Since the mid-2020s, the supply of mid-range apartments in traditional city districts has effectively dried up. While young professionals a decade ago could still secure a home in central HCMC, housing data from the first half of 2026 shows that new launches under 50 million VND/m2 have vanished from the inner-city market. To reside near the city center, buyers must now pay between 60 and 80 million VND/m2—a rate that places homeownership out of reach for most average-income earners.  

In this challenging landscape, The Aspira—located in Tan Dong Hiep Ward—emerges as a strategic alternative. Following the administrative expansion of HCMC, this project offers high-end living standards and transit-oriented connectivity at a price point that remains accessible.  

Part 1: From Threat to Opportunity – The Rise of the "City within a City"  

1. Rethinking Tan Dong Hiep as part of HCMC  

The historical administrative merger finalized in July 2025 via Resolution 1685/NQ-UBTVQH15 has redefined the region’s geography. Tan Dong Hiep Ward, formerly part of Di An City, is now formally incorporated into the expanded boundaries of Ho Chi Minh City.  

Forget the outdated image of an industrial outskirts zone; Tan Dong Hiep has transformed into a dynamic urban ecosystem with a population exceeding 227,000 people. With massive infrastructure investments such as the Metro Line 1 extension and the Ring Road 3 project, the boundary between the old city core and this new hub is blurring. Tan Dong Hiep is now positioned to mimic the relationship between Yokohama and Tokyo—a vital, affordable residential and commuter hub connected to the central business district by high-speed rail.  

Writer’s Opinion: "I know many are still hesitant due to old stereotypes about 'peripheral' zones. But property investors are already moving in because they recognize real value. Tan Dong Hiep today is as bustling as many inner-city wards, but with far more growth potential due to the upcoming Metro."

2. The Aspira: Real Product, Real Value  

The Aspira is a residential apartment project comprising 1,212 units, developed by Sai Gon High Rise on land legally held by Phuc An Gia. The project consists of two 30-story towers featuring modern Singaporean architectural principles integrated with significant green spaces.

  • Owner: Phuc An Gia Real Estate Investment Company Limited.  
  • Developer: Sai Gon High Rise JSC.  
  • Main Contractor: DECOFI (Top 500 Largest Enterprises in Vietnam).

  • Scale: 2 blocks (30 floors + 2 basements).

  • Progress (April 2026): Topping-out ceremony currently underway, with 30/30 floors completed.  

Writer’s Opinion: "The 'golden triangle' of real estate is: Clean Legals + Reputable Contractor + On-time Progress. The Aspira hits all three. With DECOFI cất nóc (topping out) the project in April 2026, the risk for buyers has effectively been eliminated."

  • Land Use Rights (Red Book): Issued to Phuc An Gia on December 25, 2023.  
  • Construction Permit: No. 1576/GPXD issued on May 27, 2024.  
  • Sales Eligibility: Official permit issued on May 6, 2025.  
  • Current Status: The building has completed its 30th floor and is celebrating its Topping-out (Cất nóc) in April 2026.  
  • Handover Date: On track for Q2 2027.

  • Comparison: With 2BR rental rates in the area reaching 7–9 million VND/month, paying 6.8 million VND to build equity in a titled asset is the superior long-term financial move.

No project is perfect, but at 42 million VND/m2 with a Metro station 600m away and the building already cất nóc (topped out), The Aspira is currently the best value-for-money choice in the market. Don't wait for prices to drop; the Metro won't wait for you."
